A new bill introduced recently in the House of Commons would allow Canadians to pass on citizenship rights to their children born outside the country, a measure that would add an unknown number of new citizens.

In 2009, the government of former Conservative Prime Minister Stephen Harper amended the law so that Canadian parents born abroad could not pass on their citizenship unless their child was born in Canada.
The new bill aims to undo that change, overturned by a recent court ruling, and expand citizenship by descent beyond the first generation born outside of Canada.
The legislation would automatically grant citizenship rights to children born since 2009 affected by the Conservatives’ changes.
Parents born outside of Canada will have to have spent at least three years in Canada before the birth or adoption of their child to be able to pass on Canadian citizenship.
The government does not know how many people will automatically obtain citizenship if the law is passed.
“We are a country that supports human rights, equality, and respect for all people,” Immigration Minister Marc Miller said in the lobby of the House of Commons after introducing the bill. “There is no doubt that Canadian citizenship is highly valued and recognized worldwide. We want fair, accessible citizenship, with clear and transparent rules.”
Last year, the Ontario Superior Court ruled that the current system unconstitutionally creates two classes of Canadians and set a deadline for Ottawa until June 19 to address the issue.
“This is an example of how the Conservatives have taken away Canadians’ rights and something that is very dear to them, their citizenship,” said Miller.
