In 2025, Canada will admit 395,000 new permanent residents as part of a recently announced immigration plan by the federal government. As the Minister of Immigration Marc Miller explained, this adjustment in immigration levels aims to stabilize population growth and ease pressure on the housing market.

Despite the reduction compared to the previous plan, the government intends to manage migration to benefit Canadians and immigrants.
This change in projections is due to accelerated population growth. In 2023, the Canadian population increased by 1.3 million, and most of this growth was due to immigration. Nearly 98% of that year’s population increase was caused by the arrival of immigrants and temporary workers.
The new immigration plan, which will include a 0.2% population reduction over the next two years, also aims to reduce the housing supply gap by approximately 670,000 units by 2027. Additionally, more than 40% of the new permanent residents in 2025 will come from temporary workers already established in the country. This strategy will leverage an already integrated young and skilled workforce, which will not increase the demand for housing, health services, or social assistance.
670,000 units by 2027!
One of the critical points of this plan is the focus on attracting more skilled workers, especially in sectors such as healthcare and trades, which will account for more than 62% of the new residents. However, reducing Canadian immigration levels has sparked criticism inside and outside the country. Immigrant rights groups have pointed out that these cuts do not address underlying issues such as the lack of adequate housing and insufficient investment in the healthcare system.
On the other hand, the leader of the Conservative Party, Pierre Poilievre, has criticized the Liberal government for what he considers an “admission” that the immigration system has failed. Despite the criticism, the government maintains that this adjustment is necessary to balance the country’s challenges and ensure that immigration continues to be a positive factor for Canadian society.
